The Higher Education Community Bursary is co-funded by the Government, Community Development Council (CDC) and Citizens’ Consultative Committee (CCC). The bursary scheme is introduced to keep tertiary education within reach of all able students and to provide financial assistance for needy students in the arts institutions.

With effect AY26/27, NAFA has integrated with Household Means Eligibility System (HOMES) to conduct means-tests assessment to determine eligibility for Government Bursary. All income information required to assess bursary applications will be automatically retrieved from the Government’s Household Means Eligibility System (HOMES).

There is no need to submit any income supporting documents, if you and any of your household members only have employment and/or trade income and DO NOT have other taxable assessable income (OAI). Example of taxable income can be found on the IRAS website.

Eligibility Criteria

• Singapore citizens
• Full-time MOE funded ^Diploma and Bachelor’s Degree students
• Students must be on MOE Tuition Grant (TG). Students who have fully utilised their MOE Tuition Grant during their studies may also apply.
• Gross Monthly Household Per-capita Income (PCI) not exceeding S$1,375 or Gross Monthly Household Income (GHI) not exceeding S$5,500
• Students who are not in receipt of the Higher Education Bursary or Higher Education Community Bursary in the same academic year
• Students who are currently not holding full scholarships (Full waiver + allowance)

^ Sponsored students from the Diploma in Art Teaching and Diploma in Music Teaching are not eligible to apply.

Value of Bursary

Notes:

• Gross Household Income (GHI) refers to the total gross monthly income of all family members (i.e persons related by blood, marriage or legal relations) staying in the same residential address as the student
• Per-capita income (PCI) refers to gross household income (GHI) divided by number of family members (i.e persons related by blood, marriage or legal relations) staying in the same residential address as the student

How to Apply

Application exercises are held twice per Academic Year in August and January.

Application for AY26/27 studies is open from 17 – 31 August 2026.

Students need only apply once per Academic Year, and there is no need to apply every Semester.
